In this paper, the author argues that rising incarceration rates in the United States contribute to inaccurate portrayals of the relative economic well-being of black and white people.  It formulates a measure of economic well-being that takes into account the prison population and finds that, because this population is disproportionately black, no real economic gains have been made by the black population relative to the white population.
