This report discusses the characteristics of children and young people who are sexually abusive, highlights some challenges to defining and understanding this concept, and investigates the incidence and prevalence of this crime.  Among other things, it finds that young sexual offenders are likely to have been abused themselves and that a disproportionate number of offenders have disabilites.  It calls for more research to be done on this topic.
