This report looks at the progress that is being made in the United Kingdom towards ensuring the safety and well-being of children and youth who cannot live at home for a variety of reasons, such as abuse, disability, family dysfunction, or delinquency. It is intended to gauge the gains made since the 1997 publication of a report which made various recommendations for improving the situation of these children.
