This paper reviews literature on the effects of foster care and orphanage care on children around the world.  It also outlines the characteristics of successful foster care programs and discusses the challenges that they face in caring for children.  It argues that, to be successful, such programs must work together with families, kinship networks and communities to ensure child wellbeing.
