This paper explores the academic performance of children in foster care, and looks at various obstacles to their educational achievement, as well as possible causes for their poor educational outcomes. It also discusses how foster care providers, child welfare agencies, the courts, and state legislators can help to overcome many of these educational barriers and difficulties.
