This paper discusses the shortcomings of a California initiative that provided funding for 'universal' after-school programs.  It demonstrates that, largely as a result of funding decisions, these programs did not reduce disparity in the quality of children's after school arrangements, but rather continued to create ethnic and economic divisions.
