This paper examines the allocation of federal, state, and local funds towards child welfare and protection services. It identifies both the changes in spending during 1996-2000, and the factors responsible for these changes, including an increase in caseloads, a greater federal allocation of funds to child welfare, and a rise in state-specific initiatives to decrease dependence on the system.
