This report provides information about government spending on services for children in five economically disadvantaged cities.  It finds that spending increased only slightly from 1997 to 2000, that most funds are spent on education, that more money is being spent on juvenile justice, child care, and social services and less on income assistance, and that most funding for cities comes from the state and federal governments.
