This paper offers an overview of Quebec’s policy reforms and social policy objectives regarding government assistance to families, accessibility of daycare, poverty, work incentives for low-income families, and education changes.  It estimates the impact on family budgets, and develops an alternative approach to government assistance for Quebec families.
