This report discusses state efforts to reduce non-marital childbearing in response to the 'illegitimacy bonus,' a federal initiative that provides an award to states if they lower rates of unwed motherhood.  It discusses the ways that states have taken up this task through campaigns to prevent teen pregnancy, programs designed to increase the use of contraception among low-income women, and donations of money to local initiatives that work with both teens and adults.
