This study investigates whether or not restricting benefits to unmarried, welfare dependent women who have children is an effective deterrent to illegitimate childbearing.  It finds that this is not an overly effective approach and that encouraging these women to complete high school is actually the most effective way to prevent illegitimate births and reduce welfare dependency.
