This working paper assesses the effectiveness of welfare reforms in the United States by first considering four key areas of family life and income: the capabilities and resources of parents on welfare, the nature of parents' relationship, the involvement of fathers with their children and the nature of the local policy and labour markets.  Researchers examine these key areas and come up with a set of implications for social policy, including welfare and child support policy.
