This study examines the context for the development of legislation to reduce non-marital births, the effectiveness of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), and the level to which various states have taken advantage of such policies and legislation in the United States.  The significance of concurrent pieces of legislation and policies, such as illegitimacy bonuses, are also considered.
