Adoption Dynamics: Comparative Results for Subpopulations

This paper discusses the increasing rate of adoption from foster care in the United States in the 1990s and seeks to determine if any particular population subgroups benefited to a greater or lesser extent from these changes.  It finds that adoptions from foster care increased for all groups, but that the greatest increases were among African American children, children from urban areas, and children who had been placed in kinship care arrangements.
