Understanding Adoption Subsidies: An Analysis of AFCARS Data

This report uses data from the Adoption and Foster Care Analysis and Reporting System (AFCARS) to examine the extent to which subsidies provided to adoptive families aid in the attainment of permanency and child well-being goals.  It examines patterns of subsidy receipt, as well as the relationship between subsidy availability and adoption outcomes, particularly the rate of adoption of eligible children and the suitability of adoptions.
