This article discusses the effectiveness of the Teenage Parent Welfare Demonstration, a welfare-to-work program for teenage mothers. It finds that this program experienced only modest success  in enabling women to support themselves and their children, and states that the wide variety of problems faced by these young women makes specially tailored programs necessary.
