This paper examines the regulations, provisions, and purposes of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, otherwise known as the Welfare Reform Act of 1996. It focuses on the parts of the new law that will have a distinct impact on youth, and discusses the implications it will have on the future of children, teen parents, and the welfare system.
